The Chicago Department of Planning and Development has limited TIF information online, including TIF district maps.

The Office of the Chicago City Clerk records Chicago’s Journal of Proceedings. Prior to the TIF Sunshine Ordinance, The Journal of Proceedings was an (inconsistent) online resource for getting information on TIFs.
If you’re looking for historic information, this may give you what you’re looking for without having to go to HWLC to find it.
